Moawin Committee Tanzeem-ul Makatib Kashmir in Brief ,


Moawin Committee Tanzeem-ul Makatib Kashmir is a non political regd. Religious organization registered by Government of Jammu and Kashmir vide order No:1096-S 0f 1985 is working under the patronage of Tanzeem-ul Makatib Lucknow(India).


In Kashmir valley(India) the Shias were and are being denied by so called Molvies and Agas in different groups .The division level reached to such an extend that these groups became enemies of each other ,every group has been given a name in accordance with permanency to his group leader.


Some limited activities like Muharam processions are being organized by these group leaders and construction of some Imam bargas took place in their commandment which they are using as stages to safeguard their personnel interests .The condition of the community has gone from bad to worst .Neither Shias were inspired to get modern education nor they weregiven any kind of religious education with the result in due course of time the Shias of Kashmir remained illiterate only some families gave modern education to their children especially in Srinagar city  rest of Shias remained backward in all respects .The Shias of Kashmir living in remote areas forgot their actual believes and faith and became Sunnis espatially in border areas of Uri and Karnah and in other cut of areas besides this some families from Noor Bakhshi and Shia in Kargil and leh also convereted to Bhudism. .


In Uri and Karnah their reside a prominent number of Sadat they also became Sunnis because nobody from Kashmir valley was taking pains to teach them the Imamia ideology .


In 1978 A.D Alama Syed Ghulam Askari(r.a)the founder of Tanzeem-ul Makatib visited Kashmir .His slogan was ‘qoom ki har fard ko deendar banado”to make every shia the follower of Islam .He started the work in Kashmir .So called Molvies and Agas propagated against the Tanzeem-ul Makatib and Moulana Syed Ghulam Askeri (r.a).But a group of religious loving people and some educated youths gave support to Allama Askeri (r.a).


Keeping in view the history and geography of Kashmir Allama Askeri (r.a)constituted Moawin Committee Tanzeem-ul Makatib Kashmir in 1981 A.D to look after the Makatib .After a great struggle Makatib were opened to give basic religious  education to the new generation . Conferences and seminars were organized for general   public awareness.Group discussions were also  organized for youths and training for teachers of Makatib .By these revolutionary stepts the people send their children  in Makatib of Tanzeem-ul Makatib gradually the Makatib were opened almost in every nook and corner of the Kashmir valley .The work of opening of Makatib was also started in Uri .


To ease out the work and to engage the maximum youths in religious activities District and Zonal  Committees were framed  in almost every part of Kashmir where the Shia Muslims reside and among these Committees, the 20 members Central (Executive ) body known as working body was also framed.Thus the organizational setup of Moawin Committee Tanzeem-ul Makatib Kashmir is as under:-

To look after all the Makatib and other activities in Kashmir .There is a working body comprising of 20 members known as Moawin Committeee Tanzeem-ul Makatib Kashmir headed by Nigran Secretary and Ali Mohd Mir is the present Nigran Secretary. The head office of Moawin Committee Tanzeemul Makatib kashmir is  situated at Hamdania Colony Bemina Srinagar .


As stated above the work has been divided in District/Zonal levels .The District and Zonal offices are in hired rooms which do not suffice the actual need to boost the work in all .It is proposed to construct the office complex’s at every distt/zonal level. The function of every office complex’s will be as under:-

1. Hall:To arrange refresher courses for teachers (m/f),members and muntazimeen(Managers of Makatib) to give training to the teachers of Makatib and to held the conferences ,seminars, debates and other programmes for general awareness to meet day to day challenges.

2.Stock room: The syllabus of Tanzeem-ul Makatib and other essential religious books etc will be kept to facilitate to residents residing is far-flung areas. .

3: Office room: The clerical staff will perform day to day work to keep the record of Makatib up to date .A proposal is that all distt/zonal office’s will be made fully computerisd.

4.Kitchen:To arrange the refreshment for the participants.

5:Bath room / Lateran block.


The detail of distt/zone Office complex’s to be constructed at different head quarters is as under:-

1. Distt.Srinagar:The distt. office is in a hired room in Mohalla Syed Afzal Srinagar .Near about nine million Indian currency is needed to buy a piece of land and to construct the office complex .

2. District Baramulla: The district office is in owned building by Moawin Committee Tanzeem-ul Makatib Kashmir on the National highway leading to Baramulla/Muzafarabad near village Dever.The constructed building comes under road development ,so it necessary to construct a new office complex on valuable land for which the plinth(basement)has been raised and for further construction near about five million inidian currency is needed .It is proposed that boarding and loading facility will be provided to the meritorious students from far-flung areas like Uri,Karnah and Kargil.

3. District Budgam:The district office is in a hired room.Some years before the Moawin Committee has purchased  a piece of land to construct the office complex but due to non availability of funds we are  not in a position to construct the office complex .Near about  three million currency is needed to construct the office complex at budgam.

4. District Anantnag(Islamabad):In new settlement the Govt.has created four new districts.The district body of Moawin Committee covers the distt. Islamabad,Pulwama,Kulgam and Shopian.


In these four district’s the population of shia Muslims community is hardly 0.01% in all but is scattered in all the four districts .For example there are only four families residing in tral ,13 in panner jagir,four in batannoor,six in Duru Shahabad ,15 in Bunagund (Verinag) etc.To protect their believes Makatib are being established at such places having even a small No. of students In these four districts only one district office complex is needed to organize the monthly meetings of members and smooth working of the shia population of these four districts.Thus three million Indian currency is needed to construct the office complex.

5.Zone Magam: To facilitate the work of far-flung and cutoff areas zone Magam has been constituted .The Zonal office is in a hired room .Near about five million Indian Currency is needed to purchase a piece of land and to construct the office complex for Zone Magam at Magam .

6.Zone Uri: Uri is a boarder and cutoff area. The people are educationally and economically very backward. Locally neither Makatib teachers nor religious preachers are available. Thus to keep the people of  Uri in touch with Imamia ideology,

it is necessary to provide the teachers and preachers from out side Uri which can cost more as compared to Kashmir. At the same time it is essential to build an office complex in Chandanwari which can involve the cost of five million India Currency approximately

7.District Kargil:It is also a cutoff and boarder  area .The only route which connects the Kargil with rest of world  remains closed for 6 to 7 months due to heavy snow fall and low temprature.The area is fully dominated with Shia population .No dout locally there are two organizations namely Islamia School and Imam Khomanie trust. But basic need to give religious education to new generation is not being fulfilled by them .Moawin Committee Tanzeem-ul Makatib has started work only some three years before.Alhamdu-lillah there is a good respond almost from youth and Makatib are being estaiblished in far flung and cutoff areas.District office is in a hired room at kargil head quarter .It is necessary to build the district office in Kargil in order to provide also residential facilities to the Inspectors and oher officials who visit of and on to Kargil to look after the Makatib.The Temperature of Kargil goes bellow -45C.Therefore six million Indian currency is needed to construct  the office complex which can serve for all purposes.

As stated the Moawin Committee Tanzeem-ul Makatib works under the patronage Tanzeem-ul Makatib Lucknow(India).We are being paid 1/3rd of teachers salary ,60% aid for office bearers, near about 80% for inspectors is being paid by Tanzeem-ul Makatib Lucknow.The rest is being collected as door to door donation  to fulfill the budget requirements. More ever Tanzeem-ul Makatib pays allowances to teaching staff of Makatib.For women upliftment there is a wing known as (Shoba Khawateen)which mostally comprises female teachers and Jamia-u-zehra (Qum/Lucknow)return ladies .They work in Madrasa Khadijatul-Kubra (a.s)also at different places in which fifth pass females continue further studies. Religious functions are being organized at different places to teach the women folk the day to day problems and needs of Islam. There is another wing for youths known as Shoba Nownihalan to keep them engaged towards religious activeties in spare time and to prepare them for new challenges of life.

Although the Makatib are functioning in the whole state yet the Moawin Committee Tanzeem-ul Makatib Kashmir does not have any transport facility of his own .If there would have been one or two vehicles that would have facilitated the work more.

Over all teaching staff m/f or clerical staff and Inspectors get a little pay instead of there hard work.

Keeping in view there necessities it is justified to pay 200 USD to inspectors and to clerical staff per month and 20 USD to teachers per month for Kashmir valley.

For Uri and Kargil 150 USD p/m is being recommended to pay to the teachers as areas are remote and cutoff.


It should not be out of state to mention that we are distributing Sahm-i- sadat and Zakat-i- fitr among the deserving Sadat and other poor people’s regularly after proper verification. We also distribute a good amount of money among the 2005 earth quake victims of Uri and Karnah.We also build two mosques  at Uri, as the all structures were totally damaged,for which the funds were provided by Tanzeem-ul Makatib Lucknow .

In all there are so many projects before Moawin Committee Tanzeem-ul Makatib Kashmir for the upliftment of Shia Community of Kashmir valley but we are not in a positin to take them in hand because of non availability of funds.
